PREMISE During the war beteen Wutai and Midgard, Shinra scientists researched Mako, and came to their final weapon: the Mako Cannon. Set up in the port city of Junon, the Cannon was meant to blast energy to the distant Wutai to end the war with one shot. But when the energy was released, metal twisted and the whole structure exploded. The tragedy brought the First Weapon, and the destruction it brought to both sides brought the war to a stop. Now, Wutai blooms with militar and economic power found after the Weapon's defeat. Shinra controls almost half of the known world, its technology slowly draining away the World's Life. And the Dissidents, hard-working people, have entrenched themselves around Cosmo Canyon, preparing for the time when the two great countries raise weapons and threaten the world's balance once again. =^_^=

SHINRA Based on the eastern capital, Midgard, Shinra Inc. has suffered much since the war. The Junon's tragedy made the company change its views, and the population was spread across the globe, to prevent another simmilar catastrophe, and to protect them from the First Weapon's atack. The eastern continent is strongly under control of Shinra, and has four major cities: The capital Midgard in the north, Junon to the west, Eilden on the east plains, and Condor to the south. In the central continent, Shinra controls most northern cities. These host resistance movements, but have seen some meassure of prosperity from the company's patronage, and the population is divided between independency and commodities. Main cities here include Rocket Fortress (fortified during the late stages of the war), Nibbleheim (prosperous scientific community), Corel (home to at least 3 rebel groups) and Costa del Sol (largest trading port on the world). WUTAI When the First Weapon was released, Wutai's citizens thought it was an ally, and charged forward. Then, when the weapon turned on them, it fell on their most skilled warriors to find and defeat it. When the Weapon was finally killed, Wutai's resources were depleted, and its leaders turned inwards to rebuild what was lost. Now, Wutai stands strong and proud once again. The western continent is dominated by the people from Wutai. Its population is centralized on the northern capital city, but important settlements flourish on the western and southern coasts. Their recent annexation of Mideel was achieved without loss of life. Aside from expanding their borders, that has allowed them to breed a variety of chocobos that can walk over shores or climb mountains effortlessly. DISSIDENTS The Dissidents are composed mainly from people disheartened with Shinra's politics and failing technology. The stronghold of the Dissidents lies around Cosmo Canyon. The Ancient Forest's ruins have drawn schoolars and naturalists, interested in understanding the World's flows. =^_^=

CHARACTER CHARACTERISTICS MIDGARDMidgard's forces are divided between the ARMY and SOLDIER. Their special covert taskforce, TURKS, comprise the company's underhand. The ARMY is armed with submachineguns and light armor. The company can't affort to waste valuable Materia on these rank-and-file fighters, but their standarized equipment and training make them effective. The SOLDIER are elite combatants, outfitted with large swords and heavy armor, their Mako enhancements and use of Materia make up for their lack of ranged weapons. The TURKS are trained more in technology and psychology than combat, but the varied gadgets and occassional issued materia greatly make up for their lack of heavy weapons. The TURKS is not an army, so people who want to blow things up are taken anywhere else. Shinra's resources range from ovens and fridges to freighter ships and bomber planes. They have abandoned their rocket and cannon technologies, but keep record of them for the time they can benefit from them. WUTAIWutai's army is formed by highly skilled people, following traditions refined through countless generations. Their armed forces can be divided in three: Samurai: Skilled warriors outfitted with excelent swords and armor. They practice disciplines that allow them to evade attacks, strike multiple times and throw items among others. Cavalry: Riders of Chocobo, their recent cross breedings with the Chocobos from Mideel has allowed the former small cavalry units more freedom and mobility, and that has led to increased numbers. They use lances, to maximize the effectivity of their charges. Priests: The only Materia-users of Wutai use mainly Summoning magic. They carry virtually no armor and rarely draw their weapons, as they train to strenghten their mystical abilities above their physical ones. DISSIDENTSDissidents come from any background, from scientists researching the Life Flow, to ecoterrorists destroying reactors, to common people that simply is tired of political and military struggles. Their equipment is just as varied as their history and motivations. Someone may secure materia to give it back to the world, while another may employ its might against his enemies. Captured weapons and vehicles are as likely to be used as reforged into housewares.

President ShinRa: Nobody know about his name, and that's how he likes it. The President is still the maximum authority in the city and company, and probably the most influential being in the world. But being at the top, the only way is going down.
Rufus Shinra: Son of the President, Rufus is in charge of special projects. As such, he can take over and order any unit assigned anywhere and order them official and extraofficial tasks. This tends to irritate Tseng, but Rufus's position make it impossible for him to seek reparations.
Sephiroth: General. Legendary figure of the war against Wutai, Sephiroth now sits in the Shin-Ra board as head of military operations. His unique sword and ruthlessness make him a loved and hated personality. Lately, he has been jumpy, as if the years of rebuilding affected his stability.
Zack Fair: Lieutenant. Hero of SOLDIER, he striked a peace pact with Wutai and took an unit of SOLDIER in the chase of the First Weapon. His success made him popular with the citizens, but has limited his advance in rank. His friendship with Cloud allows him access to guns that he uses as backup.
Cloud Strife: Lieutennant in Chief. Declared insensitive to Mako, Cloud has distinguished himself in service, and may soon be named General. Due to his friendship with Zack, he carries a SOLDIER sword that he wields with just one hand. His unique style of fighting, blade in one hand and gun in the other has made him almost as famous as Sephiroth.
Tseng: Director of Information. The leader of the TURKS is a busy man. He is reponsible for a spy network in Wutai, a counterintelligence group in Shin-Ra's territories, an anti-terrorism strike force in Corel and Nibelheim and searches for "subjects" the other parts of Shin-Ra may need.
Cid Highwind: The maverick pilot of Shin-Ra has been promoted to Commander, charged with Rocket's development. In his new post, he has channeled a small portion of funds to continuing the space program, but Shin-Ra's board doesn't know about it. Cid isn't truly interested in restarting war, as that could take him away from his dream again.

Godo Kisaragi: Spiritual and martial leader of Wutai, Godo is a successful leader and tactician. His advanced age makes it hard for him to engage in combat, so he trains his daughter, preparing for his eventual death.
Yuffie Kisaragi: Heir to the leadership of Wutai, Yuffie has trained with the ancient family's weapons. During the hunt of the First Weapon, she was summoned to the Mountains of Wutai and tested by Leviathan. Since she came back, she has brought new life and purpose to the priests of Wutai.

Tifa Lockhart: Convinced that Shin-Ra's technology can be as dangerous as convenient, Tifa leads a small resistance movement in Nibleheim. The group isn't a target of the TURKS because they are non-violent, but most of the members are watched.
Barret Wallace: Leader of AVALANCHE, hates Shin-Ra and his small group is dedicated to make them suffer for every death they've ever caused. The group's small numbers make it hard to trace them.
Nanaki: Member of a quadruped race, Nanaki is the self-proclaimed defender of the people of Cosmo Canyon. His non-aggressive posture and ferocious effectivity in combat have reduced the conflicts between Shin-Ra and the people in the Canyon.

Aerith Gainsborough: Lately, the TURKS have brought reports of a strange woman with pink dress displaying great magical ability. She talks with people, and a few days later they leave their cities. Their destination is still unknown.

Character template Name: Hometown: Weapon: Skills: History: There will be a twist on Materia for this game: Materia deals only with magic: White, Black and Summons. Anything that isn't magic comes from training and ability. Every character can choose up to 4 boosts from the following list: Extra Strenght: Deal more damage. Take twice to hold Buster Swords with one hand. X-attack: Allows you to attack twice. Slash All: With a single attack, you can damage many enemies in front of you. Black Magic: Ice, Fire, thunder and other offensive magic. Includes transformation spells like Frog and Tiny. White Magic: Cure, Life, Protect, Haste, Hold and other non-damaging magic. Summon: Calling beings of power to crush enemies. Blue Magic: Copying monster's abilities that you witness. All: You are trained to cast spells on an area. Anyone within the area will be affected by the spell. Affects only White and Black Magic. Cover: Take damage in place of wounded ally. Counter: attack back when you are attacked. You can choose physical attack of magic. Steal: Allows you to rob enemies in mid-battle. Throw: Allows you to throw stuff... or coins if you don't have a better option. Evasion: Allows you to evade attacks more easily.
