Ogata has short, black hair beneath his hood save for a long braid at the crown of his head. His eyes beneath the blindfold are the typical Hyūga white.
After becoming Mizukage, he changed his attire to a more militaristic style. Wearing the standard flak jacket of Kirigakure and dark pants, Ogata also now reveals his left eye still holding the Byakugan. His right eye is covered by an eyepatch, underneath it is a straight scar extending from above his eyebrow to below his eye socket. In the socket is a strange, emerald Sharingan.

Personality
Generally speaking, Ogata is a man at peace. Calm under pressure, Ogata is able to think quickly and act decisively. On rare occasions, he can be persuaded to cut loose and drink, revealing a second aspect to his personality. One of pure joy and love for his comrades, village, and land.
However, there is a third faucet to the man that is Ogata. When backed into a corner or his people threatened, he descends into the mindset of a monster. Violence, destruction, and hatred consume his being while in the heat of war. They say that love and hate are only a switch away, and Ogata is living proof.

Though not truly blind, Ogata lives as if he were to protect the secret of his heritage. The manner in which he wraps his eyes every day are done to prevent any that witness his combat to discern his Byakugan.
Once the creatures of the Corruption attacked his village, however, he decided to no longer hinder himself in such a way.

A style Ogata developed in tandem with his Byakugan, he incorporates swift punches with chakra to disable opponents through their chakra pathways. The style is similar to boxing, where one makes light, fast strikes to open opponents up and closes with a singular hard strike.

A Rank - The mutation caused by the corruption... while normally detrimental, this mutation vastly enhanced Ogata's sharingan. When combined with Ogata's Byakugan, it can see through anti-chakra and see anti-chakra circulatory systems so that juken can be used on corruption beasts. Ogata can draw anti-chakra from the eye and use it in his Juken. A corrupted Juken attack will cause the target to be corrupted (they will have to roll for corrupted). This does not seem to work if he tries to use it multiple times in a row, so Ogata must wait 3 posts before he can use another corrupted Juken. Unlike the normal sharingan, the corrupted Sharingan can also copy techniques that use anti-chakra, so long as Ogata's body is able to use them (e.g. they don't involve something a human couldn't feasibly do).

History
Ogata was born in Konoha, however not long after his birth, he was abducted by shinobi of Kirigakure. Their original intention was to ransom him off to Kumogakure, though the current Mizukage decided against that. Records in Kirigakure stated how useful a Byakugan user is, with there having been only one in the Mist before Ogata. They wrapped his head in bandages, teaching him how to live blind.
Ogata's early life was harsh, filled with grueling training once he was able to hold a kunai. Success meant eating and sleeping in a warm bed, failure was starvation and passing out in an alley. Nothing ever truly dangerous happened to the boy, though that was due in part to the ANBU unit dispatched to watch over him.
Due to his extensive training before arriving at the Academy, Ogata excelled in most classes. Having been instructed not to show his Byakugan to anyone, he was forced to be terrible with kunai and other ranged techniques. Graduation came quickly for the young boy and he was soon placed in his squad.
Ogata was put in a squad with Ryuuga Heisei and Katsurugi Yuki under the tutelage of Aoihana Shimada. Shimada sensei was briefed on the squad, including the knowledge of Ogata's heritage. She trained each of them in both group combat as well as honing each of their separate specialties. She specifically helped Ogata learn Genjutsu and develop the Four Post style of taijutsu he uses to this day.
During a botched mission near the outskirts of Iwagakure, Ogata was forced to reveal his kekkai genkai to his teammates. He made them swear to never tell, or else they could all potentially die. Ogata was punished severely over the failure, but word didn't leak about his Byakugan.
The Chuunin Exams were fairly easy for Ogata's squad, but it proved to be unfulfilling. Ogata was unsatisfied with the examination and immediately began testing for the rank of Jounin, which he attained in short order. As reward for passing his Jounin examinations, Shimada sensei took them all out for a special dinner. Ogata noted that while Ryuuga seemed enthused, Katsurugi wasn't as thrilled as he wanted.
Around this time, Ogata and Katsurugi began dating. It wasn't really anything serious, they were young and exploring what love meant. It was a good time for them, but Ogata always felt like there was something holding Katsu back.
Ogata took over for their sensei as lead on a few missions, most notably the final mission for Katsurugi and Ryuuga's admission to the rank of Jounin. Reports came in about a Missing-nin from Kiri attacking border towns between Kiragakure and Konoha. Kyuudaime Mizukage, in an attempt to save face, sent out Ogata with Ryuuga and Katsurugi to bring back the ninja alive. However, upon arrival, the information they had received wasn't correct. There were two ninja, resulting in an on the fly decision from Ogata as squad leader.
They had the superior numbers, Ogata decided that they could take them. This was a terrible mistake, as they engaged the pair. The fight was going south, Ryuuga and Ogata were paired against one while Katsurugi took on the other. But Ogata sensed that Katsurugi was being pushed back and abandoned Ryuuga in an attempt to help Katsu. The result was Ogata taking a painful blow, knocking him unconscious. The rest was relayed to him by Katsurugi after he awoke.
Ryuuga sacrificed himself so they could get away, frustrating Ogata intensely. He wanted to blame himself, but didn't have time to do so. The second of the pair of Missing-nin arrived and tossed Ryuuga's head at their feet. Ogata descended into temporary madness, ripping the blindfold from his face. His fury and hatred coursed as he, with Katsurugi supporting him, systematically tore the ninja apart. He wanted to cause as much damage as he could, however Katsurugi prevented him from killing the rogue. Ogata dragged the ninja across the ground the entire way back to Kirigakure, hatred burning in his heart.
Ogata took a tour of duty with the Hunter-nin as a result of this loss, wanting to find some form of vengeance and closure after the loss of his squadmate and friend. Katsurugi and he didn't speak for a long time, he heard she joined the ANBU and was working hard. Much of it didn't register with him, he was still trying to process the loss of his teammate. He tracked several wanted criminals, immobilizing or neutralizing them as necessary. He managed to scratch off six high priority targets out of the Mist's Bingo Book in two years before returning to the standard force. He finally felt free of the death of Ryuuga, but it hurt still nonetheless.
It was during this time that Ogata began to work his way into the political scene of Kirigakure. The current Mizukage was growing quite old and wished to retire, began teaching Ogata how the village was run. Missions were no longer sent outside the village, instead to collect information on various comings and goings of political candidates, learn the desires of the villagers, and help teach the younger generation of shinobi. He was assigned a squad of genin, however he deemed them not quite ready for the upcoming testing.
At 24, he helped organize the Chuunin Exams in Kirigakure. No shinobi died and it was hailed as a roaring success, a success that paved the way towards him becoming Mizukage a year later. He had to pass on his leadership of the squad to another Jounin, but still makes time to train them if they ask. He appointed his former teacher, Shimada sensei, to his advisor team. He could think of no one better in the village for this role. He also appointed Katsurugi as his right hand, captain of all Kirigakure Shinobi. Her word was law, so as long as he didn't argue.
Currently, Ogata works on building better communication with the other shinobi villages after news of some strange Corruption reached Kirigakure. He has sent a couple teams out to investigate, but none have returned. A patrol of Jounin have been sent to Kirigakure's border to keep an eye on it and report any major changes.
History (Continued)
After sending the new jounin squad captains to meet their genin, the Kirigakure was attacked by two large beasts from the Corruption. After it was all said and done, there was only one casualty. A young Uchiha boy, who was quickly snatched up by Zander. Zander turned the boy into a human puppet, implanting his Sharingan into Ogata. When Ogata awoke from the surgery, he noticed that the Sharingan was now abnormal. It was a brilliant green instead of a fierce crimson, surprising the Mizukage. He decided he would need to train with it and study it to learn more about how it worked.
