Because I do plan on the villages waging war on each other, and realize not many people are eager to do such, I'm going to use something I'll call the disaster system. The system will work a bit like the Sand Nation's attack on Konoha, the feudal lord was having the Konoha army do tasks for him, but he was limiting the power of the sand nation's army, so in order to save themselves they would destroy konoha forcing the feudal lord to build their own army strength up. Every once in a while, I will present a situation to a village's kage, a "disaster" that will force him to either go to war, perish, or seek an alternative solution. Like it?

I agree, it's a great idea. Usually I'm used to a country just going to war with another because they disagree with their ways or just plain don't like the other country. When you spontaneously come up with disasters, such as wars, it's much more interesting then letting the country have time analyze their situation and produce a solution, since they can just spy on the other country and discover they are going to be invaded.
