The administration building is where major decisions about the village are made. Everything from foreign relations to village budgeting are handled here. The Kage's office is also located here.

Kurogane walked up to the Administration building, 2 sand shinobi beside him. "I haven't seen the Kazekage, can you tell me where he is?" Kurogane was not expecting an answer. He had asked this question before and gotten nothing.
