I don't judge art by the quality, but the evidence it shows that you have put much effort into it. Now, you might think - "Well, if it has good quality, then it obviously has been treated with effort." Nope! Not at all. A skilled artist can brush up some really amazing drawing without much effort. If you catch my drift.
