In the Original Sims - to max out all - bladder, energy, hunger, ect: moveobjects on - delete character then click on sims thumbnail pic. They'll come back fully recovered. I'm pretty sure this DOESN'T work in the Sims 2 (tried it and had to reload my game).
I you want to kill someone: Build a swimming pool and when they go swimming, go to the build mode and remove the ladder. They will get tired and drown. I know this works in the first sims, cause I couldn't stand Betty, but I haven't tried it in the second. Or just use moveobjects on and delete them.
Have an enemy: If there's someone I don't like, I use the skill sucker thing on them. Good for me - bad for them. When I suck all their abilities out of them, I use moveobjects on and delete them.
Build a "floating house": Place a bunch of cheap columns. Go up one level, start building. Make sure you put a staircase in to get up there. When you build your main level, go back down and remove (sell) columns. TaaDaa! You have your "floating" house. More space for building pools, planting trees, gardens, flowers, skating rinks, whatever!!!! Also increases your environment.

A much easier cooler way to kill people: Activate boolProp, press and hold Shift, and then click on them. Select "Spawn" and then "Rodney's Death Creator." Click on the tombstone, and then select whatever way you want them to die. If the Sim isn't a part of your family, Shift+click on them, and click on "make Selectable," than select them, click on the tombstone and kill them. Shift+click works on a lot of different objects, too.
