I'm horrible at explaining things, but hopefully, I can give you the basics, and someone better at making custom content can come clear things up.
*Firstly, you need to run the Sims 2 Body Shop.
*Then click on Create Parts
*Decide what you want to create: Genetics, Facial Hair & Makeup & Glasses, or Clothes. (We'll just go with clothes for the example.)
*It gives you all the clothes in the game. Click on one you would like to use as a base for your design.
*Click the desired piece of clothing and hit Export Selected Textures.
*Select a name for your project
*Open whatever photo program you use
*Open your project (My Documents > EA Games > The Sims 2 > Projects
*There will be three different pictures, one for the color, one for the design of the clothing, and some gray one that I'm not sure about >_>. The one for the color is easy to figure out, as you'll see the different colors of the original clothing. The black and white one is for the shape of the clothing. Want to add more cloth? Use more white. Want to take away cloth? Use more black.
*After you're finished creating, you can load it into Sims 2 Body Shop to see how it looks. From there, you can also import it to the game.
Those are the basics for recolors. The VERY basics. I hope I could help just a bit.

I'd go to modthesims2.com and look around. There are lots of how to articles. I don't know if you want to make something or just recolor something if you want to actually make something then you have to have 3d software and things like that it's a lot of work but that information is on mods if you just want to color something then courtney explained it pretty good.
*the grey one is a bumpmap it shows what stands out more. I've played with it a little*
