Deciding upon a featured member relies on a broad range of things usually the member's activeness in the guild. But it can also rely on number of posts, donations, and any other contributions.

sweatdrop heh, i am active. that's for sure. Though i can't donate. i click the donate thing, enter an amount and my pass, and it rejects saying i have to have something to donate or something like that. sweatdrop
