Do you think if the city, and schools forced Public Penance or humiliation on people, that this would diminish violence in our world today?

Isn't this already happening with the media? Like, all of the crimes being committed are aired on the news, gaining popularity for the criminal.The crime rate may decrease by about two percent, then increase by tenfold. It will be like jail to some; a rite of passage for gansters and lowlifes.
