The ship is completely automated in it's navigation and census taking.
It knows where everyone is, it knows who everyone is, and it knows where it's going.
It also does it's own maintenance on the exterior hull of the ship.
Interior repairs are done by robots akin to R2-D2, who usually deal with systems and structural integrity.
All decorations are repaired by the person currently living or running a business out of that particular location.
This is done in game for the company did not feel responsible for programing their robots to tell the difference between "a pile of garbage" and "a passengers particular tastes in modern art." Too many variables to keep straight between personal taste and a robots parameters
So... they said "screw it, they're living there not us, they'll fix it when they can. Not our problem."
This leads to slums, protection scams and racketeering on-board the ship, which leads to better story lines.
So if your character was sent for by the captain of the ship... he wasn't, there is no captain.
