know a guy and hes goin around rapin people for no reason and hes raped and nearly kill some of my freinds i need to form a squad to take him down i need help

He said that he took the rapist down but I say just instead of just getting him to get others as well by setting up traps but for that to work properly we will need the help of undercover agents since that's not our department.
