Okay, so I have a few questions concerning cover art for my novel idea...
First, do you really need a cover art design before the end of November? Must it be submitted with the rest of your manuscript?
Do you have to create from scratch your own cover art? Or, can you take a picture you find on the internet, add a title and a few tweaks and call it your book cover?
Probably more to come, but I'll settle with these for now...

well, this may be to late for you, but I suppose late is better than never. Understand this is my rationalization of your questions (I've yet to finish a NaNo with enough of a story to even think about publishing), so take what I say with a grain of salt.
I don't think it is necessary to have by the end of November, nor that it must be submitted with your manuscript. Remember that this art is what would be the cover of your book if it gets published, so it can't really be made necessary. However, I am fairly certain your cover art must be from scratch if you're making it. Taking a picture from google, even if you tweak it, then publishing something with it is at the least considered stealing and probably violates some copyright laws (which could get you sued). Commission an artist if you wish or make your own (photographs could work nicely), but I would say absolutely do not edit some picture you take off google or some other site. Like I said, it's probably illegal, and I don't want anyone in trouble.

You don't need cover art when you submit your manuscript. And everything in your manuscript would go through editing, including the cover art if you were to publish.
As for the copyright laws, give a disclaimer that you got the art off the internet and you give due credit for where you found it, and whose it was. But I would make a rough sketch of what you want your cover to be, or do what dragonrider said, with the artist, or photograpghs.

Cover art is not a necessity for NANO.
But yeah, it adds a nice touch and will garner your work more attention.
Options:
artistic? attempt it yourself
commission/request art
photographs (attractive models preferable? lol)
ORRR stock pics (free artwork or photos)
photoshop is superrr helpful but obviously you can get by without it
