I feel like I've missed something. I've never seen this item in any of the shops including the Cash Shop since it's advertised as a Collectible and just a Collectible. I guess it's an animated item though I did not see it released with the other animated items. So my question is, what is it and what does it do? If anyone knows.

It's from the Daily Chance. Those items usually get no announcement or other news when coming out.

Ah! Ok. Oh, I see they finally made a potion for people that want to change their gender at random. I still like the old delete character, change sex, and save option from a bygone area but I guess that was too complex.

Oh nice, they must be updating those features as shop items for better gold sinks. Hopefully the spring cleaning will sort out some more stuff like this.
