As for the Guild Announcement's gold cost: It depends on how many users are in the guild.
e.g.: CG3 has 70 users. The current gold cost for me to send a Guild Announcement is 86gg. But I also own another guild; Gaians Against Dolphin Mania Shutdown. This guild has 771 users. The current cost for sending a Guild Announcement from GADMS is 520gg.
See what I mean? It depends solely upon how many users are in the guild. :]
To purchase a new Sub-Forum, it costs 2,500gg.
At the moment, no. Guild Announcements and purchasing new Sub-Forums are the only things that currently deduct gold from the Guild Account/Treasury. However, I'm in hopes that in the future Gaia will create a way to have a guild mule account be purchased along with the guild itself. But create it so that the Captain, along with any other users placed on a list of people that have access to the guild's mule account, are the only ones that can access it. Somehow have a designated log-in for that account, however. And the Captain be the only one that has access to changing the list. And create it so that the mule [that was purchased with the guild] can use the Guild Account/Treasury to buy items for contests. Along with having access to the Guild Account/Treasury for giving gold as prizes. They could even add more expenses for buying the guild [e.g.: 25,000gg]. Just an example. But these are high hopes. It'd take a whole lot of updating to Gaia guilds. Possibly even changing the entire system. Something that is [most likely] never going to happen. But it's worth hoping.

1. What would be the advantage of gaia creating the guild mule rather than the captain creating it?
2. Are these statements correct?
(a) Announcements can only be paid from the guild account.
(b) Contest gold prizes can only be paid from separate guild mule.
Well, the advantage to having a guild mule purchased along with the guild, would mean that Gaia could create it so that the guild mule had some kind of special settings. These settings could help cut-down on the cheating Captains of guilds. I've known of many guild Captains that created the guild mule, and then when people donated gold or items to it, the Captain would take them for himself/herself. If Gaia created a special system for guild mules it could stop this kind of nonsense. Provided they create it the right way, of course.
e.g.: Somehow create it so that there is a list that only the guild Captain has access to. And the only place this list can be found is somewhere in the guild's Moderator's Panel. And the Captain will be the only one with access to that list.From that list they can place usernames of users that can have access to another section of the Moderator Panel where they can login to the guild mule. And from that section if the only way users can login to the mule. That way, if a user was removed from the list, they wouldn't be able to keep having access to the guild's mule.
Yes. Statement A is correct. The only way a guild can send a Guild Announcement is to have enough gold for the fee. And as I said before: The fee depends solely upon the number of users in the guild. And as for statement B: I'm afraid I don't quite get what you mean here. My apologies. But if you're asking what it sounds like you're asking; then no. Anyone can help pay for gold prizes in a contest. If I've answered this wrong, and you were asking something else, I do ask that you tell me. But please make sure you're specific if you ask again.
