Fancy goldfish need at least a 30 gallon tank for just one, plus overfiltration and frequent water changes. Putting one in a 8.5 gallon would be exceedingly cruel. Comet/common goldfish need a 40+ gallon tank just for one, being that they grow over a foot long.
Make sure that your other goldfish (probably a comet or common goldfish) is in a big enough tank. Again, you're looking at 40+ gallon. If he's not in a tank bigger than 40 gallons, then you need to upgrade his living environments before considering any other pet.
Get a Betta for your 8.5 gallon, if you don't mind buying a new heater for it. Or, if you like temperate-water fish, you could get a small school (6+) of white mountain cloud minnows. But again, only if your other goldfish has the proper living environment.

A few fish that come to mind- Endlers Betta Pygmy Corries African Dwarf Frogs Ghost Shrimp Cherry Red Shimp Bamboo Shrimp Nerite Snails Guppies Sparkling Gourami Croaking Gourami Celestial Pearl Danios (CPDs) Ember Tetras (Double check me on that one) This is a good list to get you started. If I think of more, I'll add them. Google around, and see what fish catch your eye, and then we can work out stocking and numbers. You can also go around to the pet store and see what catches you eye and then do some research on them and see what you find =)

I would recommend getting a heater honestly, you can get a decent one for that size aquarium for around $20 maybe even a little less, and it gives you many many more options as far as stocking goes.

dragon_love_909 is that with or with out a heater? Thanks, some of those are really pretty! Every one on that list needs a heater. If you want I can give a few lists of how I would stock the tank, to help you get some ideas =3
