This area is highly restricted and serves as headquarter for the 40 wise men and 6 judges. Not even captains have access to this area without direct summoning from one of the 46. It is where criminal shinigamis are tried and not even a captain may go against the central's decisions.
It houses the Daireishokairō or the Great Spirit Book Library where all of Seireitei's knowledge is stored.
