Having recently come under the command of a new governor, the otherwise uninteresting port is home to the Royal Navy, and as such should be avoided by those not wanting to face the King's justice.

He felt like he was damning his soul or at least turning his back on the jolly roger but he would like nothing more than to pay back that captain for his generously offered bullet.
